How to debug a 16 bit MS-DOS application on Windows 7 64bit?

Applications in assembler under MS-DOS are 16 bit, the debugger does not run them, it says that the program is incompatible with the current Windows. For normal startup, I use DOSBox. I understand that I will not run them on my Windows, I need something like an emulator for debugging something like DOSBox.

take virtualbox and install dos or Windows 98 there
