Need a programmer?

About 10 years ago they told me: “go study as a programmer - this is a promising specialty ..”
For the sake of interest, for the last 4 years I have been looking through ads in search of a job as a programmer in my city: the result is quite stable - 0 vacancies.
There are jobs in Moscow and in major cities…
Do you think anything will change in the near future?
And why is the necessary software still not written for most organizations (for example, healthcare)?
Why is there still no single database of all citizens of the Russian Federation? Why is it so hard to do?
Does our state need programmers?

A sad situation, in your case there is only one way out - freelance & outsourcing . (I know a sufficient number of people who earn money for their roof and food)
In the state. In the sector, programs are being developed by various research institutes and NGOs. To find a job in which, most often, you can only have the necessary communication channels.

Because in our state, money is distributed according to the reverse principle of reselling diapers - at the beginning of the chain, 3 billion rubles for a huge portal, in the interval - loot for specialist consultations, salaries of officials, meetings and tenders, at the end of the chain - 10 tyr to a freelancer for a website on Joomla.
It is unprofitable to create teams on a permanent basis on a state basis and, I'm afraid, it is already incomprehensible to the decisive ones. The transfer of everything and everyone to tenders has already turned the process into a set of projects , with all the consequences.

We need programmers.
If you only knew how many sensible (and not so :) guys come from the CIS and work in Moscow / St. Petersburg, of the most different levels, incl. almost top notch.
There are jobs in those cities where there is already an IT infrastructure. This means that some other industries that it serves are developed. And also in those cities where there are universities that produce programmers. In the near future, I think this situation will continue. IT life will cluster around existing hotspots, new ones will rarely appear, in connection with some very large projects (for example, Sochi).

Here in Kyiv, and I think in Moscow, all outsourcing companies provide relocation, even for family people.

If we talk about non-governmental organizations, then there are 3 types of them:
- Greedy. “Everything is great with us, we maintain databases in Excel.”
- Owners of 1C. "Why do we need anything else?" (1Ski is sometimes finished)
- Owners of their own programmer with their own, usually crooked, software (often console, as in Sberbank for operators).
If we talk about government, in this country something is introduced only if it is beneficial for someone in terms of personal enrichment. If they put the son of some deputy in charge of a software development company, they will immediately start lobbying for health software.

I probably don’t understand something, but in our town, which does not reach 500k, every week they throw out a dozen or other vacancies for progers. Salaries, of course, are not the Moscow level, but of a very different range.

The state does not have a single software control center. Everyone is divided into branches, branches are divided according to wishes. And as a result, each institution / department / ministry writes something of its own, which does not integrate with the other in any way. Naturally, this all happens at the level of “Listen, we were given an order for an information system, and you said that you have guys who made a website for your wife. We should meet." It seems as if there are all sorts of analytical centers, MIATs and so on, but they do not interact together and are not controlled by anyone.
We need programmers. That's when competent managers appear in our state, so immediately programmers will be needed

And where do you view these same vacancies with such a stable result of 0? If there are free ads on the labor exchange or in newspapers, then there really are 0 of them, even in large cities. Because normal firms do not contact such sources of labor. Make acquaintances, hang out at local universities, at conferences. If your city has at least 250k population, there are vacancies. If you live in a district center or a village, then only moving or freelancing will really help you.

Move. I lived in a city with a population of 70,000, studied, and left for Nizhny Novgorod. Now I work in a good programming office.
Another good option is freelancing. Many of my acquaintances found a job in this way and work for the same Moscow, while receiving a very decent salary (less than the level of Moscow, but many times more than the average for the city).

What's wrong with outsourcing? The only time I worked for several months in my hometown, while still a student - the result is deplorable, since then I have been working exclusively as an outsourcer. I don’t want to move anywhere - my salary is more than enough to provide for me, my wife and a small child in our Muhosransk.

I can’t say how it is in other cities, but in my native Obninsk (120 thousand people), all 3 state clinics have a common database of patients. I don’t know how it was written and what, but first they transferred fluorography and now doctors are not looking for cards, then the rest of the hospital was transferred to a similar system. And I was also able to get a certificate of vaccination through this database.
But the truth is that all the software and the database are closed. As part of my job, I need to write specific software, but it looks like I will have to write the patient database myself, since no one gives access protocols, etc.
