What does the employer mean? Maybe just put the layout on Wordpress or also make a design?

The client has a website (on bare html/css/js), he wants to transfer it to wordpress in the future.
Now he is asking to make a theme for WordPress, which will be as similar as possible to the design of the existing site (he is apparently going to transfer the content itself separately, although it is better to clarify).
