Will upwork take a 20% commission for an existing client?

There is a customer who already has one closed project worth more than $700. This same customer wants to create a new project with me. Under the new rules, upwork takes a 20% commission on new orders under $500. The question is: will the upfork remove this commission from me for a client with whom I have already completed projects?
