How to deal with nic.ru hosting (non-standard problems)?

Hello. I made a website, the customer asked me to transfer it to nic.ru hosting. I will say that at first I was freaking out from the control panel, more precisely, after entering my personal account, I searched for this panel for 3 hours. Further baying the site I was surprised by the carcasses in some places. It turned out that by default they have any site in 1251 encoding, fixed it. Further, it turned out that the header refuses to work at all. It just doesn't redirect, does nothing at all. I'm struggling with it. Next, the most stupid and incomprehensible. When I go to the login controller, where I have a separate html file called with my styles and stuff, I see only the "password" field and a white screen. After viewing the source code at the beginning before <!DOCTYPE html>I saw < !--Ie it was like this<!--<!DOCTYPE html>. So everything got cut off. I got into this html file to remove the obscene sign and it's just not there. That is, the server somehow adds at the beginning <!--to ungenerated html pages. Separately, I will say that uploading the same files to timeweb hosting works fine. What the fuck, excuse me?

utf-8 without BOM encoding?
Is there any output in the file before header?
is the error log empty?
