How to cut speed on Cisco Catalyst gigabit port?

Good afternoon, the task is to accept a gigabit link from the provider, and cut the speed on it to 500/500Mbit input/output. I figured out how to cut the output - "srr-queue bandwidth limit 50", but I can’t find any solutions on the input, the provider, for its part, can’t cut anything or doesn’t want to, advise a solution?
