There is a Chrome Enterprise product focused on Active Directory. It has group policy addons but stores all options in the registry. Therefore, if there are entries for Chrome in the registry, such a view is displayed. I do not remember the address of the folder in the registry, try to search here

I found out that this is because of the AVAST antivirus. Disabled "QUIC/HTTP3 scanning" in settings
