How to create your own Q&A service?

Tell me an engine for creating services like StackOverflow or a plugin for some CMS. Tried different forum engines but they all don't work :( I want an easy, simple solution so that questions can be voted on and then sorted by importance, attach files and screenshots.
I found OSQA , it seems like a good thing, but are there really no other options?

I asked myself this question. But I found only www.question2answer.org
from the ready-made boxed ones . Otherwise, I came across some components and modules for site engines, from which, by active processing with a file, one could get something similar.
