How to create your own cloud storage?

Since 2013, I have been using a free terabyte from mail.ru, but recently the conditions have worsened:

• Lost file sync. Now the cloud is connected as a disk via WebDAV, and the unstructured cache is stored locally
  
• There is a 3 GB file size limit
  
• There are concerns that files may be removed, for example for copyright infringement
  

But the cloud also has the features I need, which distinguish it from simply storing files on your server:

• A neural network that allows you to search / sort photos by content (dog, car, building) or by specific persons
  
• File versioning
  
• Read Only Link Access
  
• Mobile app
  
• Web muzzle
  

The plan was this: buy two terabyte disks for a RAID array, install them in an old PC on an i5 6500, install special software for the cloud, connect to the Internet, forget it.

That is, everything depends on the software, is there such a thing?
