How to create such a bootable flash drive?

Given:
1. USB-Flash 4 Gb You
need to create a flash drive:
2. So that it is bootable (Linux Tails)
3. And at the same time a regular flash drive when connected to a computer with Windows.
How to break it correctly and so that everything works?

Before you create a bootable USB flash drive with Linux (no matter what), using popular programs like unetbootin or LiLi , you format it in fat32 - and then it works quite well when connected to a computer with Windows - only part of it is occupied by files from Linux .
If you do not want to see files related to Linux when using it, you can create two partitions on it, format them, and, accordingly, select the first one for Linux - and the second for your files. But practice shows that with this approach, non-obvious problems may arise (the flash drive is not recognized as bootable, although everything is in order with it).
