How to restore the volume of a flash drive?

Hello. Please tell me - there is a 4 GB Apacer flash drive. After formatting in FAT32, the volume decreased to 2.6 megabytes. How to restore the previous volume? Tried to format it again, didn't help.

Computer management > Disk management.
Delete the partition and re-format.
Of course, gparted would be better, but you can't do it.
