How to create PayPal accounts in rubles?

Good afternoon.
We have a store, the price of goods in rubles. PayPal does not allow you to issue an invoice in rubles, you have to recalculate in USD using Sberbank.
To the buyer, by default, dollars are converted back into rubles (already at the PayPal rate) - the difference is a few percent. Which, understandably, upsets the client.

There are no rubles in the PP currency converter, rubles are not mentioned in the API either.

How to find out the Paypal-ruble-dollar exchange rate? Is there a correct solution to the problem?

I'm not an expert.
But as far as I know, PayPal issues in dollars, and the client's bank converts the client's account currency into dollars at the bank's internal rate, and plus a percentage for the conversion is charged.

In my store, I issue an invoice in USD, and in the comments I indicate the calculation scheme - (rubles + interest_PayPal) / rate_of the Central Bank. I take the Central Bank rate like this
