Hey! Is it possible to set access rights in such a way that the user can create orders in the Bitrix admin panel (as, for example, managers can do), but only on their own behalf. So that he does not see a list of all clients in the user selection window (and does not see them anywhere at all).

Hiding the list is unlikely to succeed.
But creating orders only on your own behalf can work.
There is a group of events related to changing, deleting and creating orders.
You can hang handlers on the change and creation events, where by checking the USER_ID field, replace it with the id of the current user, but only if this user is the manager you need (otherwise there may be problems with other users).
