How to create node terminal in vscode?

Greetings.
I ran into a problem and don't know how to solve it. Please help.
In my vscode, after installing node, the node terminal appeared and I could execute all commands in this terminal.
I installed win11 and this terminal didn't show up after installing node.
It does not see all global packages. Although npm-v shows the version.
I don’t understand how to start a vue project?
on request vue --v writes that

command, operable program, or batch file.

or if via powershell terminal then

The name 'vue' is not recognized as the name of a cmdlet, function, script file, or executable. Check the spelling of the name and the presence and correctness of the path, then try again.

Try to dig into the PATH inside Windows itself, and assign links to executable files there, most likely there is a problem
