How to create news only for department heads in a live feed?

Tell me, is it possible to create news in Bitrix in a live feed, where you can specify some entity "Head of a department" as recipients without selecting each separately?
Imagine that we have a branched structure and about 200 subdivisions, it is not very convenient to click them individually with the mouse.

The easiest way is to create a "Working Group" called "Heads of Departments" and manually include all the heads there.
Then the messages can be addressed to the working group.
