It looks like you have a kernel and a database of different versions. You need to restore a complete holistic backup, and not just the database.

Perhaps you need to update the freshly installed Bitrix24, check the components (that were previously installed) and only then "roll" the recovery.
Or another option to create fields that are visible in errors, for example, now add SHORT_DATE_FORMAT and try again until the query is successfully executed in the database, and after a successful login, analyze the database
