How to create, delete and dynamically resize web page blocks?

I am developing a service where the user should be able to customize the interface for themselves, like in blender - click on the icon in the corner, pull, split the window, get the second block, assign functionality to it through the pop-up menu. Or, if the block is no longer required, then merge it with the neighboring one by combining the boundaries.
Please advise the best way to implement this.
