How to create custom syntax highlighting rules for Atom?

I installed GitHub Atom for myself - I like it in many ways.
The question arose, how to create for it your own rules for highlighting paragraphs for given characters, like the syntaxes of PL, for convenient creation and formatting of abstracts?

You can take one of the built-in syntaxes as a basis, here is a description of the format:

I did not find a highlight editor for windows.
