How to create an order even if it is not paid by Paypal - Wordpress?

There is a site on Wordpress + Woocommerce.
One payment method is Paypal.
The problem is that after placing an order with this payment method, the order does not "fall" into the woocommerce admin panel.
And only if the customer has paid for the order.
Only then is an order created in the admin panel on the site.
How do I create an order? Even if the client left the paypal site without placing an order?
