How to create an Excel number format with replacing numbers with text?

I'm creating a radar chart in word 2016. In order to set the axis format values I need, I need to create my own number format that would change the numbers in the specified range to characters, and display this on the chart axis, but for some reason I get the error: Application Microsoft Excel cannot apply the entered number format. Here is my format:

How to add this format to word?

Excel stores number formats like this:
Format Negative Values; Format for 0; Format of positive values.
those. Side1;Block2;Block3, and you have Side1;Block2;Block3; Side4;Block5;Block6 is the reason for the
UPD error: More correctly:
<POSITIVE>;<NEGATIVE>;<ZERO>;<TEXT>
