Excel 2010 incorrect display in "Page Layout" view mode?

I just can’t understand what the problem is, in the “Page Layout” view mode in Excel 2010, formatting starts to move out when scrolling the page. Moreover, if you switch to normal mode, and then back, everything becomes normal, but as soon as you scroll the page again, everything goes around again. And on computers with an old office, everything is fine. What could be the reason?

The reason is in Excel 2010 - it's obvious :) But seriously, you need to upload a file for examination.
Based on my experience with Excel, such bases are possible for a number of reasons, including additional elements (buttons, etc.), fixing cells from changes, etc. If this happens with any file and not with any particular one, then things can turn out to be even worse.
