How to create an authorization page for Wi-Fi in a public place?

After connecting to Wifi, the user will have to enter the (individual) password in the form. Actually tell me, please, the algorithm of actions (what goes after what) and the necessary software for this. The router is planned with OpenWRT. I so understand the server of authorization (RADIUS) is still necessary?

You can take ipfire ( https://www.ipfire.org/) it has Captive Portal for free, and additionally it has ids / ips, antivirus, proxy, vpn to taste, tor and other application libraries, can be deployed on regular hardware .
