After connecting to Wifi, the user will have to enter the (individual) password in the form. You can take ipfire ( https://www.ipfire.org/) it has Captive Portal for free, and additionally it has ids / ips, antivirus, proxy, vpn to taste, tor and other application libraries, can be deployed on regular hardware .
