In general, plus or minus a bast shoe usually takes 60-80 meters for each lace. 100 sockets * 70 = 7000 meters. Roughly 20 "bays".
And I could be very wrong. Sometimes the room is such that it is easier to put an additional switch than to pull from the cross. But it's rough, somehow.

I have never seen special programs in my life, and I think they basically have no basis for existence, because. each project is purely individual. Counting 100 outlets is mere trifles, in fact there will most likely be 50 jobs, outlets are usually doubled. Count the route from the cabinet and mark the distances at the places where the cable enters the room. Then count each room separately, do not forget to put on the "stock". From experience, there is always an extra piece, but it is better to overdo it than not throw a few meters.

План здания со всеми коммуникациями можно взять у администрации. Отсканируйте и рисуйте/ведите рассчеты на нем.

Теоретически это можно макросами Visio сделать. Но это нужно иметь план в Visio, что бывает очень редко и макросы писать самому, обычно планы в dxf, а конвертировать автокадовские файлы в Visio - это адЪ.
Так что - сначала берите план здания, потом воспользйтесь советом SyavaSyava . И не забудьте прибавить 20% на неучтеные перегибы, повороты и тетю Пашу - будет довольно обидно, если Вы закажете например 200 метров, а нужно 220, особенно если процесс согласования счетов небыстрый.
