How to create an AIS to simplify papermaking?

Good evening) Soon we will have to write a thesis and a project for it, please tell me, what is the best and easiest way to do this?
It is planned to create an AIS for the college administration.
There will be several forms and several types of reports.
Form 1. Students counterparty (there will be a table in which entries will be made from the accompanying table) and when a desalinated student is selected, a form with his card will open, on which there will be a button for printing this card
Form 2. Settings (It is planned to introduce standard fields “educational code institutions" and "group code") so that this data is saved by default.
It was originally planned to be done in Delphi, but I would like to make an application that will work online and on all computers, and not just on the local network of an educational institution. I would be grateful for advice or links to tutorials.

Yes, any framework (or pure PL) on any web PL. From PHP (Yii, Laravel) to Python (Django, Flask). For the latter, there is a guide
at hand . There, like a social network at minimum wages, but the necessary attributes for authorization, storage, etc. everything is in place. And in almost any of the above frames, the official documentation has everything you need to get started.
