How to create a windows application interface, like Yandex Alice, in c#?

I would like to create an application for windows with a user interface not winForm, but like a yandex alice interface for PC.
You click LMB on the application shortcut in the taskbar - a list opens. If the focus disappears from the application, it is hidden. What is this type of application called? Is there a library for this in visual studio?
