How to create a virtual device in Eclipse?

I want to try phonegap on windows 8. I have a problem with creating a virtual device in eclipse. I go into the Android virtual device manager and want to create a new device, but the "OK" button is not active. Screenshot - screenshot 1
And in the AVD itself there is an error, writes - an android virtual device that failed to load. Cick 'Details' to see the error.
There is no 'Details' button. Maybe someone had a similar problem?

I tried to create an AVD, the Ok button lights up after selecting the Skin menu item, it is empty on the screen. Also, I think the CPU / ABI field should be filled
