In the local security policy, both the current user and even the "Everyone" group have the right to create symbolic links.
All the same, when creating a symbolic link, it says: "There are not enough privileges to perform this operation."

with UAC enabled as administrator, otherwise it's a bummer even from an account with administrator rights.
