How to create a startup based on reviews and reviews?

I know that there are a bunch of such sites and a cart. Many bloggers conduct software reviews. Many sites like life hack also review the software. Many sites and blogs in English write like top 10 on some topic.
But even being interested in this topic, I personally really lack a coherent service. This is how a toaster is enough for questions / answers on IT, or mayshous on TV shows.
So that it is informative, and at the same time not sprayed on everything at once.
I consider good examples, for example: wakoopa RIP, alternativeto, snapfiles, lifehacker, stackoverflow, wikimatrix, distrowatch
That is, these are sites that are not just random here and there, but thematic information is systematized, and there is the possibility of a thematic dialogue.
For example, articles with reviews on the CMS, with ratings, blog articles, comparisons. Also on browsers, antiviruses, etc. By OS, by software for mobile OS by category (for example, top 10 for each category).
Something like it was Vakupa, something like it became alternative. But again - one feels incompleteness, understatement, that something is missing that can and should be found elsewhere. But on the distrowatch or wikimatrix, you feel that the topic is fully disclosed, there is nothing more and nothing to look for. Although there, in turn, there is not enough sociality, communication, dialogue - as in stackoverflow, for example.
Therefore, I would like to implement a similar project - Russian-language, social, and to cover narrow thematic niches in software, and take into account the best of what is already there, and not just another blog.
I have no idea how to implement it yet. Well, let's say, of course, you can start a WordPress on your hosting, zabatsat a topic, and start writing - this is certainly not a problem, but far from being productive.
I would like to do it as correctly as possible, with the maximum possible exhaust.
Perhaps we should start by looking for a team of like-minded people? Those who are ready to brainstorm, create and discuss a work plan, outline milestones, a scope of work, etc. And even at least jointly create a TOR for a similar project, discussing common and introducing their own ideas.

I advise you to first define a business process (draw up a diagram) and plan monetization according to it.
After - already think about CMS / or write from scratch about all back-end software modules.
And, of course, you need to think through the social. component:
1. a minimum of actions from the user with a maximum benefit for him.
2. authorization through social networks, social. buttons, auto-posting in social networks networks, RSS/e-mail subscriptions, etc.
Until this is documented, you don't even have to touch the implementation (design, code, etc.).
