How to create a service based on geodata?

Hello everyone, this is my first time here. The reason for registering is simple - you need the help of IT specialists to optimize workflows. We are engaged in construction and reconstruction. From this follows an endless and turbulent river of letters and other bureaucratic intentions. Colleagues, with the exception of a few, have crossed the life line of 40 years and cannot enter “computer science”, from the word at all. It doesn’t fit in their head that it is possible to create a work algorithm that will speed up and simplify the entire workflow and at the output will give a clear and visual result, and not vague wording in letters. By virtue of the not yet extinguished youthful maximalism, I can imagine this, but I don’t have the tools for implementation yet. I apologize for such a boring preamble. To the point gentlemen. To the point.
And the point is the following. We have a document containing information about the construction, reconstruction and acquisition of more than 800 objects. This document determines the volume of investments in facilities, their distribution by years and types of expenses. This is a consolidated document, proposals are sent to us, and depending on compliance or non-compliance with the requirements, we make a decision to include the declared object in our “document”. This process is very long and tedious. Applicants most often make mistakes in forms (which we compose and send to them in the format of word tables) and sculpt some kind of nonsense, and from the moment an application is received to a decision, a huge amount of time passes, which is incompatible with the concept of "productivity". (This is a task for the future)
Just as bad is the situation with obtaining reference data from our "document". Information for reference on a certain parameter literally has to be picked out bit by bit, and this is a long time.
Primary task: visualization of data on the map, with filters by parameters (capacity, terms of implementation, investment volumes, type of expenses, developer, region, etc.), with clickable links to the corresponding line in the document (google spreadsheets, excel), and, accordingly, it is also necessary that the table to which the map sent us was also interactive. That is, we have a line with an object, and by clicking on a certain column (in this line) with information, we get to a document confirming this indicator.
I convulsively apologize and tremblingly ask for forgiveness from true connoisseurs of the grammar of the Russian language, from born geniuses of humor and in general from any kind of critics, but along with this I would like to turn to those people who will read and be able to understand what is being said, well, at least approximately . I understand that this is difficult, due to my inability to express myself correctly, but I tried.

You have not specified an important question: what are the financial possibilities.
The system you want to implement cannot be created alone in an adequate time frame. Actually, this is not even a program, but a whole project of electronic document management with reference to geodata. If resources are limited, then your option is 1C, as Alexander already wrote . If you want to do it right, then look for a local consultancy (company) for the implementation of such systems. I think the preliminary meeting will be free, but at least you will get an idea of ​​the implementation timeline and the scale of costs.
