How to create a second Google Play Console account and avoid being banned?

I want to launch a project separate from other existing ones, there are 5 blocked applications on the current account, and most likely they can block the developer account, I want to create a new account with only one application, there are questions about connecting advertising and linking a card and other services to it, or rather, there are several of them in the total: Google Adsense, Google Play Console, Google cloud Platform, Firebase, and all of them are already tied to my Sberbank card.
Questions arise:
1) Will it be enough for me to create a new mail and connect to all these services while leaving the current card or open an account in a new bank, or register for a completely different person?
3) What bank would you recommend, is it worth linking a halva, corn card, or better VTB and Sber (to another person)
4) Can I use a digital card from a Sberbank?
