Can I create a Google Play developer account if mine gets banned, and how many app bans do I need to get to get my account banned?

Today I received a second ban and removal of my app from Google Play. I seriously thought about what is possible, if there is another blocking, then my account and all applications will be banned.
I was curious, how many bans do you need to collect before you get banned?
Is it possible to create another account after a ban? (If this one is deleted, what else remains for me)
How to create another acc?
Does the Apple Store treat users in the same way?
How to live after the ban? Completely score on application development?

Google doesn’t play “how much”, just bans malicious ones,
look at the reason, there are indulgences for applications, because the rules are changing - for the same copyright it can close its eyes, maybe not, for viruses - not right away, for malware - also how lucky
