How to create a proxy for a proxy with authorization by IP?

Good afternoon,
there is an external service that provides good proxies. The problem is that there authorization occurs only by IP. In the case of dynamic IPs, inconvenience begins.
It is possible to rent a small VPS and set up a proxy for these proxies (?) on it. I don't know what it's called correctly. The bottom line is to put something on the VPS that can redirect all traffic, for example, from port 30000 to an external IP: port. The VPS has a static IP, which will be authorized further and which I can already access from any IP.
It is necessary that http, https, http2 work in this way, because proxies are used for web requests.
It is desirable, of course, to fasten authorization by login-password to the proxy on the VPS.
How can this be implemented?
