How to create a program to follow two links, display news and open a folder with files?

Dear community members, tell me how you can implement the following:
When the PC is loaded, a program comes off that looks something like this:
visually divide the screen into two parts (The left part is 2:3 parts, and the right part, respectively 1:3
) a specific site. that is, all the news that is on one site should be displayed in the program.
On the right side there are two buttons on the top that go to different sites, below the calendar (you can do without it), and even below the button that opens the folder with files.
Maybe you can implement this through some service or something else! I would be grateful for all the advice!

Add to autoload the opening of a browser with a site on which the necessary news. And the file manager is there in autoload. Set the dimensions manually and they will be saved for the next opening.
