How to create a platform like Steam?

Hello! I have an idea - to create a platform like Steam. Of course, not exactly exactly, just to borrow an important detail.
An important detail is that when a user registers on the site, he can make various purchases or receive any goods for free if they are free. So... For example, the site contains comics, which are posted by the authors in order to earn money by selling them. Let's say a person registers, puts a comic into the cart, pays for it, and this comic is linked to his account. He can at any time, in any place, on any computer, enter the site under his username and password, open the comic and read.
In addition to the site, of course, I would like more applications for smartphones, for complete convenience.
Actually, the question is not "How to create a platform like Steam", but is it possible to entrust this to some programmer and how much it will cost on average. I myself do not rummage in PHP, C ++ and other languages. I only know HTML, CSS, but they are unlikely to be enough to implement my plan.
Thanks in advance for your reply!

A typical online store selling services + a non-standard part is a client for smartphones for this store . An
online store will cost 20,000 - 2,000,000 rubles, depending on the details of the project.
But rather closer 100,000 - 500,000 rubles
Client (who need 2 different ones - for iOS and for Android at least) - 2 times more expensive each of the two
Important nuance:
These are all different specializations of programmers and you should not believe an individual person who claims that he does it all in one.
