How to make a whitelist in game servers (CS GO, DOTA 2)?

In general, you need to launch the game on the gaming service from the site, while only some players can connect to it. In the docks there is only an addition to the ban list. I also need to be able to add several steam IDs to the white list, and the rest crashed when I tried to connect. How can this be implemented?
We tried to execute the rcon command with an asterisk, that is, try to ban any steam id in general and then unban only the necessary ones, but it does not work.
