How to create a non-scalable and non-scroll container?

I made an animation that goes beyond the boundaries of the viewport and because of this an unwanted scroll appears, and sometimes even the animation starts to twitch somehow strangely.
And then the idea came at the time of the animation to create "some" container that would somehow cut off everything that does not fit in it. Is it possible to do this?
And immediately the second question, in case it is possible - will elements that are positioned absolutely harm it?
