How to create a mini provider?

Good day dear experts!
I am writing to you from the distant city of Osh (Kyrgyzstan)
Since in my city it’s hard with the Internet (namely with cottage-type houses), I decided to create a small mini-provider for the nearest streets.
I agreed with the provider that we will use from 100 MB of the channel without any problems.
As planned, I decided that I would use about 5-6 computers (gateway, NAT, VPN-server, DHCP, file server, backup-server, billing will be on inexpensive computers) without expensive Xeon-like servers, because finances do not allow. A fiber will run along the street, I think 1 cable is enough for the initial requirement of customers.
And so, I would like to know your advice on the method of organizing all this.

Why do you need DHCP, and a separate gateway, NAT and VPN? :-)
One server on a fra with mpd is enough, which will receive PPPoE connections from clients and release them through NAT to the Internet. You also need some kind of RADIUS server for billing and setting the channel speed for a specific client, and some kind of database where the billing data will be stored.
And I would recommend immediately laying on virtualization, and not on separate physical servers. BRAS (this is the one with freya and mpd on board) can be made a physical server (although it also depends on how many clients there will be at first), and everything else can be virtualized right away.
In total, you will need at least 4 servers - two for the virtualization cluster, one for disk storage for the virtualization cluster, and one for the BRAS.
Backups for the first time can be put on any inexpensive NAS, or a self-assembled server with a large number of disks.
This is about the technical part. I would also recommend finding out in advance about the legal part of the issue, so that it would not be excruciatingly painful later when the regulatory authorities swoop in ;-)

Have you ever wondered why the city provider does not connect these addresses? Maybe it makes sense to think about Wi-Fi?
