How to create a list with php and mysql?

Good afternoon, perhaps the question is not correctly posed, but here's the point. I need to create a functionality that will create a list from the details data that is stored in the database. The principle of operation is the same as that of the shopping cart, only after this list is saved. Being a complete beginner, I roughly understand that this can be implemented using a foreign key for the part id, but I do not know how to implement this in code.
