How to create a home archive from web pages?

Can anyone suggest how it is now easy and simple for an ordinary person to keep an archive of saved web pages on their home computer ? With a tree-like organization of them into categories, and access to them without the Internet?
Not entire sites, but only individual pages - saving them to the archive, downloading the page from the link , or adding to the archive a page already saved on disk ?

I tried to use something called OutWiki and HomeWiki - in principle, this is what you need, but the first one is endlessly buggy when adding pages and is slow, even on a fairly fast computer, the second one looks abandoned and is somehow not very clear when adding pages, plus I could not force her to add pages already saved to the computer.

Why is a regular browser not suitable for you? Save the pages you need on disk with a convenient category structure and add them to your bookmarks.
