How to create a geographic map like 2gis?

Good day to all. I have been using the 2gis service for a very long time, and recently there was an idea to create the same map, only to cover my city, which is not in 2gis. We are not talking about a simple geographic map, but about a functional web map in which you can place cafes / organizations / hotels, etc. With flags, with a search by any criteria of the institution, pricing policy. I googled a lot, but either I know too little, or they wrote too little, but I could not find anything sensible. I want to say about myself that I have 0 programming experience, but there is a great enthusiasm for the realization of the idea. What should be done? In what language is it possible to create such a map? Can you advise the literature necessary, or something else. It's about a website.

It seems to me that in this case you should not engage in cycling :)
There are well-known services that will not interfere with data about your city at all. In addition, you will make an invaluable contribution to this good cause.

And these services offer good tools for embedding maps, drawing on them, building routes and more.

I just want to create a site with my own domain zone and integrate at least ready-made maps like OpenStreetMap there, and link the search by criteria there for convenience.
