Good day. The question has long been interesting:
"How to create a free music service" (To get something between a regular site with free music and Napster, it sounds like complete nonsense, but I will try to explain more specifically).

Where do we get free music today? - On "pirate" sites. or who is willing to pay, he subscribes.
I hope most olds remember or have heard what Napster is. Slightly deviated from the topic of the question, let's move on.

If we imagine that we have a top site with free music, a lot of users, and so on, then sooner or later it will be closed or simply blocked. What if we go a slightly different route? Do not create a website, but create an application for platforms such as Android, Windows and iOS. (In my understanding, they can only remove this application from Google Play or the App Store, but there is an APK for Android), will they be able to somehow restrict users here? All music will be stored on servers if that. If anything, I’m not a strong developer yet, but will it be possible to bind the application and the server somehow or not?

Of course, you need to understand that there will be copyright infringement and so on. But this is a completely different topic.
Is it possible to create such a service with the above information?

In order not to be blocked - you should not have a place to store information, literally.
I remember exactly there were applications for films that worked on the torrent protocol, where the author himself offered only a catalog (magnet links) with pictures and film titles, everything else is stored by users. So the author was severely punished, this did not solve the problem of copyright holders, since the application had forks, but the very first one was definitely punished.
So it is technically possible to implement, the question is in the details.
