How to create a file with int extension?

Good afternoon, I can’t figure out what the Ministry of Internal Affairs wants from us. What is an int file?
There is a project document that is required in PDF format. But they are not satisfied with the campaign.
Help me figure out how best to do it, otherwise I'm racking my brains for the second day and the deadlines are running out.

I think this is an internal format, and the requirement looks completely stupid. Contact directly, demand to provide a description of what kind of int it is, and how to translate into it.

It is obvious that this is an internal format of some kind of stray in which such projects are made / calculated.
In general, I highly recommend getting unbanned in Google, because it took me a minute and a half to find a program that was suitable in terms of functionality, which opens files of this format
