What is the best way to position the button - ask a question on the screens, outside the site, or because now it does not interfere and is noticeable at the same time?

So it does not interfere, and noticeable. You can hide it completely at the very beginning, and after 5 seconds display it with animation (as it was done on My Circle). It is guaranteed to attract attention, and softly and unobtrusively.
Just don't shove that idiotic message set imitation in there like so many people do.
