How to correctly organize a network inside a 10-storey business center?

Good day everyone.
The question arose of creating, from scratch, a network in a business center (while the facility is being built - rough finishing of premises, installation of SCS).
I have never dealt with such a scale (I had experience in developing and creating networks of enterprises). My main need is to understand the logic of my actions in order to:
- form a network;
- arrangement of the main server room and intermediate cabinets;
- distribution of Internet providers throughout the facility network so that any tenant can connect to any of the 3 running providers.
These are most likely the main questions that haunt me.
I study the information, look at the drawings, etc., but I would like to hear the opinion of those who have already gone through this and can advise something (links to any interesting articles are also accepted).
So far, according to the plan:
- installation of 6 cabinets in the server room for equipment on the 2nd floor. At the same time, several tenants (4-5) will completely occupy one floor;
- a cross-room on the 7th floor for several tenants and a managing organization;
- small cabinets (6-12U) will be installed in the premises of the tenants to install their servers and equipment (automatic telephone exchange, etc.)
These are still preliminary plans of the higher management. Some ideas confuse me more than ever. Please advise what and how should I do it.
