How to correctly estimate the cost of a designer's work?

Hello. I am very far from design, I can not objectively assess the cost. I ask for your help.
I want to order the following design for my next project: a music player. in the header is more stateful than the player, all these shuffle/repeat/equalizer. body - work with playlists, it will be possible to make action with each playlist, and the songs themselves, of course.
All this for desktop/tablet/mobile. The layout of the blocks on the desktop / tablet would be something like aimp, mobile - something like apple music.
What would be an appropriate price for such work?
// EDIT
Of course, I understand that someone can do it for 10 bucks, someone for 1000.
But I'm doing the project for myself, so I pay out of my own pocket. Actually, options for 1000 fly off.)

Adequate - as much as you are willing to spend.
It's hard to evaluate. And often the cost is justified by the experience of a specialist. But there are a few things you can get out of your T3:
The most important. The designer needs to develop a brand book with elemental colors. It is necessary that the design remains recognizable from platform to platform.
Range from 50 to 2000 cu. Good results will be at the level of $170
How many screens matter. Based on the brand book, a design will be developed for each platform separately, taking into account the developments of the platforms themselves. Each has its own UX, so you should not bypass the stage. The price for the screen is around $10 (including brandbook). You have 1 desktop, ios/android (phone + tablet). Approximately 4-5 screens. Roughly speaking: 5 devices * 5 app screens * $10 = $250.
3. Consider the cost of the UX specialist, it is important for both the project and the designer.
Decent work will be done for 170 + 250 = $420
Look at the specialist's portfolio, it will say more than any words. And ask the price. When you catch yourself thinking that for such a design I would pay so much, and the figure will match the specialist - you have found each other.

There will not be an adequate price for sure)
The quality and time of work of most designers depend heavily on the price.
The designer can quite "cheaply" and quickly draw the appearance for you.
But without three states for each button, you can't provide "rubber" for intermediate permissions, don't take into account pop-ups and other similar subtleties.
That is, there will be a layout, but then you can get bored with typesetting it.
Therefore, if you want to be cheaper than the market, let's say, you need to paint your entire interface in detail, provide mock-ups and a checklist for future verification.
And so, the design of the player with playlists, favorites, maybe an equalizer for three systems, even purely in time, will be released for a month or two. How much does a specialist of the required level receive per month?
PS The only way to save money is to do some of the work yourself.
