How to correctly distribute the TOR and work plan for yourself?

Good day everyone. I ran into the problem of setting up a technical task, a work plan for myself ... more precisely, I can’t find an entry point. I open the editor and hang. Who faced similar, help.

1) Setting the task
- what needs to be done
- why it needs to be done
2) Preparation for implementation
- what knowledge will be needed
- what needs to be done before starting implementation
- what technical things are needed
- timing
- division into stages
3) Implementation
of several options:
- Waterfall - full implementation in stages, without deviations, after - testing.
- there must be a detailed work plan
- Iterations - testing of each stage
- reporting on a set time (each ...)
- implementation of technologies after iteration as necessary
- return to design as necessary
4)Testing
5) Launch
It is worth noting that, of course, you yourself need to do iterations, a waterfall for large companies.

If there is a stopper, then apparently there is no goal. Or it is not explicitly expressed.
You can just start doing something and see what comes out and then think what to do with this masterpiece and where to apply it.
And it’s not clear why you invent tasks for yourself. It's easier to help someone, albeit with stupid, but real problems.
Look for them - because all the same it will be necessary to come to the conclusion that you need to look for orders.

Tasks are assigned for a specific purpose. First, describe the application you want to end up with. And then break it down into tasks.
