How to correctly determine the commercialization of queries and is it worth doing this after clustering?

Carried out clustering of semantics in the Key Collector using the method "By search results v3" with a grouping strength of 3 (Hard with a threshold of 3?). A cluster with 55 requests was formed. If I understand correctly, requests in a cluster overwhelmingly have the same intent - either commercial or not. Accordingly, all cluster requests are either selling or not.
In my subjective opinion, which of course may be erroneous, it would probably be the clients who were pulled by the inspection services and these people began to look for performers. This fluid loss test is part of the maintenance, which is a commercial service. But if you look at the most frequent requests from this cluster, then pdf files, orders of the Ministry of Emergency Situations and several articles dominate in the Yandex search results. Yandex believes that such requests are searched for by people who need information, not a service.

Question number 1: Is this enough to make a correct conclusion that the cluster is informational?

At the same time, there are enough ads in the direct, for which the forecast is to write off 100 rubles per click, and in the search results, respectively, this ad is full of ads mixed with organic information.

Question number 2: advertisers are clearly mistaken here and waste their advertising budget on requests that are actually informational, and therefore bring customers with an extremely low degree of probability?

For organic issuance, Yandex put instructions and info materials in the TOP 10. Since Yandex is more likely to focus on the user factor than Google (much more often), this query should be considered informational. That is, according to Yandex, the people who drove in this request were most often satisfied with the instructions. If you want to enter the Yandex Top 10, you also need to make an instruction.
In Google for this query, I saw half of the pages with services. But this system is less focused on the PF and there you can bring it to the top 10 with links.
As for advertising in Direct. Those who ordered it may well be aware that the request is for information. And for info requests, they sometimes run ads to collect extra. traffic.
