None of the known programs can correctly convert the PDF format to Word. Who solves this problem?

No way. If you need to make minor edits to the document, this can be done through Acrobat Pro or other PDF editing programs - they are available, but you will not get a full conversion back with formatting, with fonts, pictures, tables of contents, tables. One way conversion.
