How to copy one file with counter in order repeatedly?

For example, there is a file -> doc_1.php, how to make 200 copies of this file, only to change the numbering in the name?
doc_1.php
doc_2.php
doc_3.php
etc. Is it possible to do this without third-party programs, using windows tools, or is it better to use third-party programs?
PS I found a solution to this issue by creating a script, (but I don’t really understand this) I would like to know if there is an easier way?
