How to copy data from certain cells to a new file with a shift?

There is a large, constantly changing file (manually), you need to do something like logging changes in certain cells. Example: from cells D8 and C18 in the source file "matrix.xlsx" copy the information in A1 and B1 to the log.xlsx file, respectively, and then move down a cell for the next entry.
